I've tried everything I could find on the web (disconnecting external drives, downloading the update directly from the update catalog and manually installing, checking for driver updates, restarted several times, disabled the antivirus, ran Windows update troubleshooter-which doesn't find any issues, etc, etc). Nothing works.

The system boots from the OS drive and Windows detects the second drive as a separate drive. I have mine mapped as "D:". The problem with this setup is Windows 10 will not update beyond build 1809 when the drive is installed in the SAS Bays. The workaround to update Windows 10 is listed above in my previous post.
